Communication and access to information is a key requirement for public safety services in emergency situations. Today the communication of public safety services is characterised by a compartmentalisation, making it difficult to communicate between emergency teams of different organisations. The access to required information is very limited. This was the result of a CONATEL (Committee National de Telecommunication Luxembourg) study in 2005. This study initiated the u-2010 project, in which framework the beginning of HITEC Luxembourg's Public Safety Suite is to see.

Enabling rescue services to act in-time with full insight in given situation.

Inter-working between different rescue teams is essential. However, the communication capabilities can be compromised or destroyed, either by the catastrophe itself or its aftermath. In these cases new, innovative communication systems can be deployed to re-establish a communication infrastructure.  Fortunately recent technical revolutions in the telecommunication landscape provide new cost-efficient and flexible systems to solve this problem. 

Public Safety Suite

Based on these requirements HITEC Luxembourg developed the Public Safety Suite. To improve the communication regarding flexibility, security and reliability between the different teams, it is important to define services and constraints of a solution fitting all requirements. These factors determine the conceptual approach of the Public Safety Suite. Rescue teams are in need of technological support to minimize the risks for their own lives, to enlarge their communication capabilities and to maximize the chances for victims. Mainly four services are included in the Public Safety Suite to achieve an increased reactivity and operational readiness:

• Voice communication: Communication both locally and globally for the actors to be able to coordinate their actions
• Video streaming: Gain an overview of the situation using the different available cameras (fixed and mobile) to be offered to the non-local representatives
• Data transfer: Transmission of sensor information to specific persons or groups in the headquarters
• Network infrastructure: Provide ad hoc connectivity for the all the other services

As a first product of the Public Safety Suite family HITEC Luxembourg has designed NoSaCo, the Nomadic Satellite Communication system.

Nomadic Communication System

One possibility to encounter this challenge is satellite technology. Long time, satellite communication appeared to be too cost intensive and inflexible.  HITEC Luxembourg S.A. now enables rescue forces, who did not consider satellite technology as a suitable and affordable solution, to take a step forward using this communication technology that offers:

• Rapidly deployable ad hoc communication
• High-performance communication technology

In cases where no terrestrial or fixed communication infrastructure exists – or where it is severely damaged – this system offers performing, efficient and wireless communication.

NoSaCo ®, the Nomadic Satellite Communication System enables rescue forces to communicate in every situation with each other and their responsible headquarter. It provides technologies to control and coordinate their activities. Major critical information can be monitored on-site and transmitted quickly over the Internet to those in charge of rescue forces.
